Soviet Jewry has been stripped of its property. denied even the most basic freedoms and exiled from the mainstream of Soviet life. It is incredible that. in order to escape from this enslaved and dehumanizing condition. they must shoulder the additional burden of exorbitant exit taxes. Obviously. only a handful of Jews can emigrate under these conditions. Thus. while the U.S.S.R. boasts that exit visas are readily available for all. in fact. they are more difficult than ever before to obtain. Mr. Speaker. judging by the events of the recent past. it appears that each time the spotlight of world attention is focused on the plight of the Soviet Jews. the U.S.S.R. takes appropriate but temporary steps to improve their status.
