CELLER will have completed 50 years of dedicated and productive service in the House. He has served under nine Presidents and has chaired the Judiciary Committee for a record 22 years. As chairman of this important committee. Congressman CELLER guided four constitutional amendments through the House. secured the enactment of every major civil rights bill of the 20th century and was successful in having other significant legislation passed. such as the abolition of the discriminatory nationalorigins quota in the immigration law and the monumental CellerKefauver antitrust act. He has authored some 400 laws during his congressional careeran outstanding achievement I am confident has not been duplicated in the history of the Republic.
