Not to exercise our responsibility to. the Nations most underprivileged group is just one more. step down that road. I do not think. after we pass this bill. and kick all of these people in the teeth.. as we will do. that it would be proper for Congress. to go back to ask for any impounded. funds to be released again. We have solved our responsibility to. the migrant workers by our action here. much to their detriment. I know that the hour is late.. and I will be satisfied with a voice vote out of respect for the Senator from West Virginia who. asked me to cut off the debate. And I do so.
