Unfortunately. because of other commitments. I have not been able to be here during the debate. and the questions I ask may have been in part touched upon before. But I would like to ask the Senator from Nevada or the Senator from Kansas these questions. Suppose. for example. someone is trying to get out of Cuba and takes over a private airplane by force. which. as I understand. is an offense under this measure. Do I understand that at that point. although he Is trying to get out of an area and would ordinarily be considered a refugee. he would be subject to the death penalty upon arriving in this country?
