Mr. Speaker. today being Yom Kippur. it is fitting to note that tomorrow the ruling body of the Soviet Union meets to ratify a schedule of fees which. in effect. holds to ransom every Soviet Jew who wishes to emigrate. With a cynical disregard for world opinion. and an even more callous disregard for the welfare and wishes of vast numbers of its own citizens. the rulers of Russia demand that every Jew who wishes to leave the country pay an exorbitant exit fee. The Soviets. who have denied to their Jewish citizens a cultural and religious life. who have made it all but impossible for most of them to obtain an education and a decent living. who have made it abundantly clear that they have no use for Jews within their borders. paradoxically are now making it almost impossible for the vast majority of Jews to leave the country in which they have become virtual prisoners.
