I thank the gentleman very much for his support on this particular amendment. In my opinion. the Secretary of Labor will be more inclined to grant a visa as a temporary visa than a permanent visa because he knows that -that person Is not going to be on the labor market as a permanent resident of the United States. He can set up guidelines for every aspect of the contract that I think would be fair to both sides. and I think there would be a greater allowance of visas. I think it will mean some alleviation of the problem that we have in the Southwest and in other parts of the country.
