Mr. Speaker. 10 years ago in May. the border of Hong Kong was the scene of a strange but heartrending phenomenon as tens of thousands of refugees from the Chinese mainland sought entry into the British colony. Why the Chinese Communist regime allowed such a massive flow of its populace to the free world has baffled all China watchers. According to impartial foreign press reports. 75.000 reached Hong Kong in that 1 month. but a number of them were later rounded up and sent back by British authorities. Said the New York Times of May 26. 1962: The world has seldom. if ever. experienced a situation quite like that which developed with the recent massive flow of people from continental China into the tiny colony of Hong Kong.
