There is no question about it. I know that plans are already being made and President Nixon on February 9. 1972. set forth a proposal to share in the rebuilding of Indochina. including North Vietnam. I realize that under the Johnson administration plans were being made not only for assistance to the refugees of South Vietnam but also of North Vietnam at that time. Probably we now have a responsibility to the northern part of that country which we will have to meet. I merely say right now. not having seen the amendment before this morning. that I do not like to act hurriedly.
