It should be an ongoing commitment based solely upon the military requirements of the day. Second. Israel needs substantial economic aid. Israels per capita defense budget is. of hard necessity. the largest in the free world. Yet it must continue to provide for refugees from the Soviet Union and elsewhere. Much of Israels economic aid has come in the form of contributions by thousands upon thousands of citizens of this country. But our Government can do more than it has. In this connection. I have proposed an $85 million programfrom available refugee funds--to help defray the costs of settling new immigrants from the Soviet Union. Third. Israel needs our diplomatic support.
