The bill repeals the old quota system under existing law. We found it to be cumbersome and inhibitive. We have substituted vastly simplified certification procedures and I cannot imagine any employer who qualified under existing law for student certification not qualifying under the bills procedures to at least the same extent. What we are trying to do is to see to it that the reduced wage employee is a student. a bona fide student. and not somebody who belongs in the full labor market. We do not want a substandard wage being substituted for the minimum wage simply because of age.
