However. we do know of the continued efforts to subjugate and discriminate against the Soviet Jewsin the practice of their religion. traditions. and daily living. The increase in the Soviet peoples awareness of human dignity in the past few years. as expressed by many members of the Soviet intelligentsia. has given rise to increased efforts by many Soviet citizens to obtain greater personal freedom. This has in turn given impetus to many thousands of Soviet Jews to seek to emigrate from the Soviet Union to the countries of their choice. This principle is set forth in the United Nations Declaration of Human Rights. Urging the President to call upon the Soviet Government to honor those principles is clearly called for at this time.
