In fact. in 1970. the social welfare component of our Embassy in Saigon was eliminated. Mr. President. In early 1970 there were some 258.000 officially registered war orphans. Today that number stands at more than 410.000. Several thousand are fathered by Americans. What is the fate of these children--and the tens of thousands unaccounted forand the tens of thousands more who make up nearly 50 percent of Vietnams refugees? The availability of even a simple child welfare system could have made a difference for many of them. A trained social worker available at the maternity hospital might have dissuaded a mother from abandoning her child.
