As we continue to fuel this war. we must finally reckon with this toll of the warthis human toll as seen in the faces of the children of Vietnam. For years. this problem of children. the most pitiful of war victims. has gone unattended. As early as 1965. witnesses came before the Judiciary Subcommittee on Refugeeswhich I serve as chairmanand told us of the need for child welfare programs. for trained personnel. for a long range plan to meet the escalating needs of the children. In 1966 these needs were again cited. Token efforts were underway to meet these needsbut these efforts were not enough.
