I have a special interest in these two voices of freedom. Mr. Speaker. for I am the author of Public Law 90215. enacted in 1967. which amended the Immigration and Nationality Act to permit the naturalization of the dedicated employees of Radio Free Europe and Radio Liberty. Previously these individuals. who for long years selflessly served the interest of the United States abroad. had been unable to obtain citizenship. Despite their permanent resident alien status. they could not fulfill the residency requirements of our Immigration and Nationality Act because they remained in Europe to transmit messages of truth and hope to the peoples of Russia.
