But not everyoneand certainly not everyone in the State Departmentshares my enthusiasm for this enterprise. In addition. Mr. President. it is often said that there are pressures. in the State Department that cause it to act with undue circumspection toward the more militant Arab nations. These pressures may have something to do with the career opportunities in the Department and the Foreign Service: there are many Arab nations. and only one Israel. It is clear that most of the refugees will wish to settle in Israel. and thus our aid will constitute a substantial support for Israel. This. we may be sure. will get Arab militants miffed at us.
