But both these phenomenonthe pressure of world opinion on behalf of the Jews. and the courageous agitation of the Jews on their own behalfhave been encouraged by Members of the Senate. I. for one. have spoken often. and vigorously. against the Soviet persecution of its Jewish citizens. I am delighted that various pressures have caused even a slight improvement in the conduct of the Soviet Government. Now I am delighted to have the opportunity to do my further duty: I am delighted to help defray the costs of freedom for persecuted refugees. There are many areas in which I wish I could interest Senators in pinching pennies. But this is not such an area.
