I. for one. have spoken often. and vigorously. against the Soviet persecution of its Jewish citizens. I am delighted that various pressures have caused even a slight improvement in the conduct of the Soviet Government. Now I am delighted to have the opportunity to do my further duty: I am delighted to help defray the costs of freedom for persecuted refugees. There are many areas in which I wish I could interest Senators in pinching pennies. But this is not such an area.
