I would like to respond in part to the issue raised by the distinguished gentleman from Iowa concerning the IndiaPakistan war and Bangladesh. The real tragedy of this bill and the reason it is very hard to vote for it. although I did. is that we are sending arms to Pakistan with which to kill innocent people and we were using it much of last year. It was very difficult for me. to Vote for this bill. On the other hand. millions of people might starve if we did not send aid to the refugees. We get a little bit disturbed about a bank loan to India. and we ought to be concerned about spending the American taxpayers money to rearm Pakistan to kill the Bangladesh.
