President. the late Carl Hayden. a Member of Congress whose service in Washington began when hs native State of Arizona was admitted to the Union in 1912 and continued in the House and Senate until his retirement almost six decades later is one of the most legendary figures ever to have served in the Congress. Our paths crossed in a way that uniquely typifies the diversity and unity of the Nation. When Carl Hayden was sheriff of Maricopa County in the open expanse of the Territory of Arizona from 1907 to 1912. I was a kid living in the crowded tenement district of New York Citys Lower East Side. largely populated by firstgeneration immigrants. Our environments could not have been more difference. Yet. some half century later. we met when I entered this body as a freshman Senator in 1957 and Carl Hayden was president pro tern of the Senate.
