Agency for International Development. Washington. D.C. DEAR DR. HANNAH: It has come to my attention that the government of the United States and the government of South Vietnam are planning to relocate as many as 300.000 Vietnamese refugees during 1972. Surveys taken by our own Agency for International Development reveal that the vast majority of the Vietnamese oppose a move that would force them to relocate far away from their native villages. Many of these peasants. I believe. do not desire to make such a move. The U.S. is clearly responsible for this forced relocation that our own surveys indicate is opposed by the vast majority of the local population.
