Mr. Speaker. today. as our last act in 1971. the Congress has enacted an appropriation bill for the assistance of refugees in India and Pakistan. In view of the fact that the Nixon administration today is continuing to pursue power politics in the Bay of Bengal. and particularly in view of the administrations deliberate concealment over the past 9 months of the facts surrounding the systematic execution of East Pakistani political leaders. I think it incumbent upon us to recommend a change of direction in US. foreign policy to accompany this appropriation. I would. therefore. recommend a threepoint U.S. Christmas program for the people of East Pakistan.
