Mr. Speaker. a still unreleased report of the Government Accouning Office reveals that the bombing of Cambodia by the United States and South Vietnamese has created 2 million refugees. Press reports indicateNew York Times. December 5and the State Department has confirmed. that the United States does not provide humanitarian relief to these refugees. In answer to requests for medical supplies our Embassy in Cambodia has advised the Cambodian Government to seek aid from the Soviet Union or Japan. While the United States drops bombs on Cambodia and pays the South Vietnamese to do the same. we refuse to help the innocent victims of our senseless policy. I have written to Secretary of State Rogers asking him to justify this policy. I have also called upon him to reprogram funds or provide new funds to aid the 2 million refugees who have been driven from their homes by our bombs. The letter follows:
