Mr. Speaker. there has been considerable coverage in the press recently of the problem of illegal aliens holding jobs in the United States. While it is clear that our immigration laws must be fully enforced in order to protect the employment rights of American workers. I also believe that this problem must be kept in perspective. Unless public discussion of the hiring of illegal aliens is kept restrained and rational. we might see the devclopment of a witchhunt in which foreignborn Americans are held to be suspect or disloyal. In an effort to counter growing hysteria surrounding this subject. the Fur. Leather. and Machine Workers Unions joint board recently passed a resolution condemning attacks on the foreign born. As the resolution notes: Since the early days of our republic. the reactionary forces in our country have tried to make the foreignborn scapegoats for the failure of our government to solve the problems of the people.
