As a member of the House Committee on Foreign Affairs. I have been deeply concerned about the plight of persecuted peoples throughout the world. This concern is evidenced in legislation which I have introduced to allow emergency immigration of Irish people. as well as Soviet Jews suffering persecution. However. such measures offer only temporary relief for small numbers of people. The resolution which we are introducing today offers a particularly constructive approach to this vexing problem because it deals not only with the current violence. and the underlying factors which have caused it. but also with the steps which should be taken to restore . 37110 peace.
