But larger cuts than 10 percent have been made in the committee in technical aid and development aid. We took two actions. tentatively. so far. which would further reduce aid for developing countries of the world. These actions have been announced and published in the press. so I am not contravening our rules regarding executive sessions. First. we approved $125 million for population control and then provided it must be subtracted from other programs. Then. after approving the humanitarian proposal to allow $250 million to destitute refugees both in Pakistan and India. The committee ordered that it be provided from funds authorized for the entire bill. I wish to speak particularly about the Asian Development Bank.
