I thank my very distinguished colleague from California. I know how concerned my colleague has been with the problems of refugees around the world. I know of his grgat sense of compassion for people in underdeveloped areas of the world who have been so often brutalized by the machinations of those powerful neighbors which sometimes forget. when they are exercising their policy toward underdeveloped nations. that the people are human beings rather than pawns in a local power struggle. I think that. perhaps more than any other one thing. what disturbs me so much about our attitude toward the refugees of East Pakistan and the way in which the West Pakistan Government has imposed its will upon those people is that there is an aura of unreality. as though those people do not really exist as flesh and blood beings.
