If that is all the Senator was getting at. we could have agreed on that a long time ago. I am reminded of the Quaker testimony to the Refugee Subcommittee. They gave some of the most effective testimony we heard: In our recent White Paper entitled "Indochina: 1971." we called on the President to set a date in 1971 for a total U.S. military withdrawal from Indochina. So I would hope that the President would consider it. I think that was a very courageous comment for this organization to make. and I would hope that it had some effect. That was testimony on behalf of the American Friends Service Committee. on April 21.
