If this war is wrongif it should not be continued. if it is not worth the cost. and if the human suffering it s causing cannot be justified by any goalsthen it must be brought to an end. It will not be made any more right simply because we have devised the strategy for fewer Americans to die each month. That after all. makes very little difference to the six million refugees who continue to suffer in Indochina as the war goes on. or to the families of the thousands of Vietnamese soldiers and innocent civilians throughout Indochina who will die in the months ahead. We must take a hard look at what the human costs of the policy we are pursuing will be. During the first three months of this year 5.258 South Vietnamese soldiers died. according to the estimates of the Defense Department. and 41.407 North Vietnamese and National Liberation Front soldiers were killed.
