Really. the only question here is whether you think it is a reasonable requirement that anybody who wants to be a citizen should have a rudimentary knowledge of English or whether you think he ought to be excused because of the fact that he has attained the age of 50 years and has been living around here for 20 years. and has not learned. It seems to me that in the past there was much more of an excuse for this type of measure than there is today. Many immigrants might have had a tough time. perhaps. but today I think you can learn English in 20 years. if you have a desire and any reasonable mental ability. I do not think that it is an unreasonable requirement that you should have that. We are considering now a bill which lays down the terms to apply in the future. and. for the reasons stated.
