To complicate this existing inequity even further. the Office of Education has proposed to use three new priorities in funding bilingual education. According to a December 23. 1970. memorandum to chief State school officers from Thomas J. Bums. Acting Commissioner of Elementary and Secondary Education. these new priorities are as follows: First. school districts with a high concentration of migrants. Second. school districts with a high concentration of Spanishspeaking children that are in the process of desegregating. and Third. school districts with a high concentration of Indians. It seems clear that these priorities will aggravate even further the unfairness In allocating funds so urgently needed for bilingual education in New York.
