A point of order was sustained today where the Committee on Appropriations had undertaken to rewrite the authorization and deny funds to orphans. migrants. and handicapped. Now these children will be funded and get the full appropriation entitlement in their States. which means a reduction of assistance to local educational agencies under title I. I say to you that a 10percent increase over last years level is required to keep local education programs at the previous level.
