These provisions came from a heritage that produced Litouski Statut. a carefully developed legal code that was a prelude to Byelorussias period of cultural and artistic leadership of Eastern Europe. The Soviet Union has been attempting to stamp out this heritage since Russian Bolsheviks created the Byelorussian Soviet Socialist Republic in 1919. It is estimated that over 4 million Byelorussians have been removed from their homeland because of political terror. mass deportations. or forced resettlements of Byelorussians on the Asian parts of the Soviet Russian empire. In governmental affairs. only Russians are permitted to occupy the key positions in the Socialist Republic. The Byelorussian language has nearly been eliminated from schools and government.
