Speaker. it is hard for me to realize that MIKE FEIGHAN will not be with us when the 92d Congress convenes. He was here when I came to Congress and has been active in matters involving U.S. foreign policy and our relations with other governments during my entire service with the Committee on Foreign Affairs. He is recognized throughout the world for his work in the field of immigration and in dealing with the problems of refugees. MIKE FEIGHAN has always been an active and effective foe of communism and a devoted champion of the people of Eastern Europe who are the victims of Soviet aggression. I do not know whether it will be possible for us to debate any future foreign aid program on the floor of the House without his defense of the rights and interests of the people behind the Iron Curtain.
