The need for these crucial services has been documented time and time again in hearings before the Senate Committee on Agings Subcommittee on Employment and Retirement Incomes. of which I am chairman. I However. the wellbalanced and comprehensive Employment and Trainifig Act was vetoed by the President. As I have stated. one of the principal objections raised in the veto message was that the additional categorical programsfor Indians. migrants. bilingual persons and older workerswould hamstring the efforts of communities to adjust to change in their local needs. This notion. however. completely ignores the fact that these disadvantaged groups have been grossly underrepresented in our existing training programs. Without specific statutory authorization. they would probably continue to be ignored or overlooked.
