Yet the administration itself has acknowledged that certain groups in our society. such as the Indians. require special attention if they are to receive the help they need from the Federal Government. Just last July the President recommended that every Federal department should have a separate office for Indian affairs. Why then should there not be a special categorical manpower program for Indians. and for migrants and other neglected segments of our society. Finally. the President intimated that the manpower bill passed by the Congress did not give adequate responsibility to state and local governments. But just the opposite is true.
