Mr. Chairman. as the sponsor of one of the original textile import quota bills in this session of Congress and an endorser of H.R. 18970. I am strongly in favor of this bill and support its passage and enactment into law. I would. however. like to bring to the attention of the Members of the House that great care must be used in the enactment and implementation of this legislation to avoid unexpected hardships on particular. and sometimes unrecognized. segments of American industry. Since H.R.: 18970 was reported by the Committee on Ways and Means. an example of such hardship has come to my attention in my own district In east Tennessee.
