Now. the Senate has an opportunity to act on a solution. Hopefully. we have a piece of legislation that will in fact effectively provide jobs. Of equal importance is that the legislation we are now considering will for the first time guarantee that migrant and seasonal farmworkers shall participate in the development and implementation of manpower programs that heretofore have not reached them at all. Also. the bill assures a focus for a comprehensive analysis of migrant and seasonal farmworker problems and needs. These constitute vitally important steps in the right direction of including farmworkers in the mainstream of our economic system.
