I am pleased to participate in the observance of Citizenship Day and the first day of Constitution Week. Largely due to the stimulation of the U.S. Immigration and Naturalization Service and other interested organizations which for many years supported the movement to establish a specific day for recognition of U.S. citizenship. Congress passed two joint resolutions authorizing the President to issue annual proclamations for the observance of Citizenship Day and Constitution Week. The Immigration and Naturalization Service. through yearly bulletins provides valuable advice to communities desiring to hold special ceremonies honoring new U.S. citizens and commemorating the historic signing of our Constitution. My own State of Connecticut is fortunate to have Mr. James E. Smith as District Director of the Immigration and Naturalization Service in Hartford. Mr. Smith. an able and dedicated public servant. actively works for the proper observance of Citizenship Day and Constitution Week in Connecticut so that the two historic events receive the recognition they deserve.
