President. one of the tragic consequences of the agonizing war in Vietnam has been the tremendous toll paid by the Vietnamese people. This aspect of the war is often overlooked in this country. But the fact remains that over the last 5 years the conflict has destroyed the countryside. generated millions of refugees. and inflicted at least a million civilian war casualties. including some 300.000 deaths. As chairman of the Judiciary Subcommittee on refugees I have long been concerned over this human cost of the war. and we have tried to make the caseover and over againthat the problem of refugees and civilian casualties must be a matter of vital concern to the United States. It is with considerable interest. therefore. to note what has apparently become a primary justification by the administration for bogging down the withdrawal of American troops. Repeatedly. officials in the administrationincluding the Presidenthave suggested that the mere withdrawal of these troopsat any point. it seemswould result in a "bloodbath" for millions of South Vietnamese citizens.
