Some method would have to be devised in the formula to leave out Texas. because it does not apply to Texas. I am glad they hit on a formula that left out Texas because I do not think any State should be condemned or indicted. convicted or discriminated against as a matter of law by congressional action. So they decided that they would couple the voting strength of the States with the condition of the States having a literacy test. So they made those factors apply in order for a State to be governed by the automatic triggering device of the bill. Thus. seven States were condemned.
