I do not know whether they conceived this idea. I sort of suggested yesterday that the State of Texas had one of the worst voting records in the Union. that it has 25 counties. and that. if they had had some kind of formula like this applied to them. they would have been condemned. But they did not have a literacy test. I thought that perhaps the President. with the aid of his Attorney General. who was also a Texan. wanted to get some kind of device by which they could condemn our States and keep Texas. whose voting record was far inferior. free from any derogatory connection with the matter.
