Can America enforce this commitment on a government presently in control in Vietnam which it recognizes as the lawful Government of South Vietnam? Is this offer to the enemy enforceable? Can we force a free election upon South Vietnam short of making a military enemy of the present government we sought to befriend? And who will set the rules of the free election? What will be the qualifications of electors? Will the residency requirements permit those who immigrated to South Vietnam to vote on proof of residency after 1. 3. 5. or 10 years? Will former South Vietnamese residents who migrated to North Vietnam be permitted to return and cast their ballots? Who will determine the difference between citizen and intruder?
