First. it fails to say anything about American troop withdrawals or the Vietnamization program. Second. it fails to address the question of stopping American combat deaths. Third. it fails to call on the South Vietnamese regime to end political repression. broaden its base. carry out meaningful land reform. improve the quality of life for the villagers. end government corruption and inefficiency. solve the refugee problem. and take over all combat responsibilityamong other things. But the most discouraging thing about this proceeding has been the total destruction of meaningful legislative process by the power structure of this House. To ram this resolution through committeewithout hearingsto bring it to the floor under a closed ruleto limit debateand to purposely gut the motion to recommitis a disappointing use of arbitrary power.
