The Genocide Convention poses the issue of individual rights and national sovereignty In the starkest possible terms. But it is only one of a number of human rights covenants designed by the Assembly to put into effect its universal Declaration of Human Rights. Although the universal Declaration was patterned on the American Bill of Rights and largely authorized by AmericansIncluding Eleanor Roosevelt and Jacob Blausteinthe United States has ratified only two of the implementing covenantsthose on refugees and slavery. All the rest. including covenants on racial discrimination. forced labor. and womens rights remain without American subscription. The Convention on Racial Discrimination went into effect this year without our endorsement.
