Mr. President. of the human rights conventions adopted since the creation of the U.N.. the United States has ratified only twothe Supplementary Convention on the Abolition of Slavery. in 1967. and the Protocol on the Status of Refugees. in 1968. The United States has not adopted the Convention on Genocide. Political Rights of Women. and Abolition of Forced Labor. This record is matched only by Yemen. South Africa. and Bolivia. Three of the new countries in the U.N.- Mauritius. Maldive Islands. and Western Samoaalso have a poor record. but they have not yet had much time to act. Taking into account the entire range of human rights conventions since 1945. including those developed by the ILO and UNESCO as well as the U.N.. and again omitting countries which have become independent only in the last few years. our record of two brings us above Yemenwhich has never ratified anyand above Bolivia.
