That. for the purposes of the Immigration and Nationality Act. Doctor Kenneth Siu shall be held and considered to have been lawfully admitted to the United States for permanent "residence as of July 29. 1953. and the periods of time he has resided in the United States since that date shall be held and considered to meet the residence and physical presence requirements of section 316 of such Act.
