The district is comprised of San Diego and Imperial Counties. which border on the Republic of Mexico. By reason of this location on the international boundary. the incidence of immigration. customs. and narcotics cases in the district is inordinately high. In 1968 the number of criminal cases filed in the district was about 2.500. compared with 2.094 in 1967. As a result of this heavy burden of criminal cases. only a handful of civil cases have been processed during the past year.
