Mr. President. in providing funds for the unfortunate Arab refugees. Congress has time and again expressed its concern regarding the number of refugees truly eligible for this assistance. The September 17 issue of Look contains an excellent discussion of this issue which points out that between 200.000 and 500.000 individuals have been incorrectly and unjustifiably retained on the relief rolls. The article merits reading by all. in the hope that It will inspire determined efforts for a true solution to the refugee question that has so long been a factor In keeping the Middle East in a state of tension and war.
