It Is the irony of death from malnutrition that in the final. fading hours one is at last completely free from the pangs of hunger. Mr. President. the humanitarian problems of Nigeria have been of deep concern to me for nearly a year. Last fall. following conversations with officials in the Department of State and during a visit to Geneva in my capacity as Chairman of the Judiciary Subcommittee on Refugees. I discussed the beginnings of the tragedy and the early appeals for international assistance with the International Committee of the Red Cross. In the months that followed.
