Laurence A. Dawson. Acting Deputy Director of the Office of Refugees and Migration Affairs of the State Department. appeared before the Foreign Relations Committee and testified in behalf of ratification of the U.N. Protocol on the Status of Refugees. In my remarks on that same day I called the Senates attention to the fact that this protocol. and the convention it modifies. have yet to be ratified by the Senate. I further pointed out that this may well be the only Human Rights Convention or Protocol that the Senate will consider during 1968. the International Year for Observance of Human Rights.
