There is a need for this legislation. as any of you who have examined the situation will I believe concede. Heretofore these people have been admitted as nonpreference immigrants or. most recently under the third and sixth preference classifications. However. both these preferences are heavily oversubscribed and as a result. many of the most needy and most deserving are unable to come In because the numbers are not available. So It was the feeling of the committee that so long as we could be absolutely certain that there was a bona fide religious organization that had a real need for fulltime help. and so long as we were sure that those who were applying had proven by at least 2 years service in the religious organization that they were in fact performing these necessary services. their admission was warranted. I would say to the. Members that the committee report clearly outlines the criteria that must be considered by the Immigration and Naturalization Service and the Department of State before a religious worker on a religious organization may be considered for the special classification accorded by the provision.
